On March 22, 2023, Decree-Law No. 20-B/2023 was published. This decree-law creates extraordinary and temporary support for families to pay:
a) Income from a lease or sublease of a first home;
b) Provision of credit agreements for the acquisition, works or construction of own and permanent housing.
Extraordinary support applies to obligations arising from contracts concluded until March 15, 2023, and can benefit from them to households that, cumulatively:
- Have tax residence in Portugal;
- Have a lease or sublease contract for a first home, duly registered with the Tax and Customs Authority (AT), or a loan agreement for the purchase, works or construction of their own permanent home;
- Have an annual income equal to or less than the maximum limit of the sixth step of the table provided for in paragraph 1 of article 68 of the IRS Code;
- Have an effort rate equal to or greater than 35% of their annual income with the annual payment of rent or credit instalments.
Through these measures, with the concrete objective of protecting families and increasing their disposable income, the national plan of guaranteeing decent housing for all is deepened.
