After a comparative analysis of the visa programmes of different countries, it was concluded that the Portuguese programme is highly valued, even after adjustments to the golden visas and the end of the non-habitual resident regime. Portugal received the highest rating, 75 points, compared to the other 12 nations considered. Several factors, such as quality of life, efficiency in procedures, obtaining residence permits and total costs, were taken into account in the evaluation.
Portugal is renowned for providing a high quality of life at affordable prices, as well as offering a clear path to European Union citizenship through its golden visa programme. Despite the changes promoted by the government and the elimination of tax incentives for non-habitual residents, Portugal continues to attract foreign investors.
Although the Portuguese government has ended the previous golden visa regime, several options for attracting foreign investors have been maintained, such as job creation, investment in scientific research and artistic production, subscription to securities investment funds and investment in local companies.
Despite the changes to the golden visa programme, Portugal remains an attractive destination for foreign investors, with a record number of high net worth individuals planning to move to the country by 2025.
